The GCC warning pattern permits an absent [-W...] suffix, but extraction calls string methods on the missing capture. Store an empty option string for that case and retain existing GCC and Clang option parsing.

Fixes #159336.

Validation (Windows debug build): the isolated warning-option regression passed (1 test), including suffix-free GCC output and GCC/Clang option suffixes; the suffix-free case failed before the fix. The isolated patch applies cleanly to the base revision.

Merge coordination: #159339 and #159341 add different regression tests to the same new test_check_warnings.py module. After the first PR merges, the remaining branches need to incorporate the landed tests before merging.
