docs: document redeploying recent deployments

Summary

Adds a "Redeploying from the dashboard" section to the deployment overview: where the Redeploy action lives, which deployments qualify (finished, last 7 days, GitHub integration or CLI native build without a local bundle), how the rebuild source is chosen, the automatic promotion checkbox, and when redeploying is blocked.

The atomic deployments page now points to it as a way to rebuild the same commit without making a new one.

Based on feat(webapp): redeploy recent deployments from the dashboard, which added the Redeploy action to the deployments list.
