--check-consistency dry run #2092

Description

I would love to enforce the correctness of the files that contains the version string with --check-consistency flag.

At the moment, I am able to add -cc to the cz bump flag, still this is error prone because someone could forget to add the parameter to -cc

Possible Solution

I checked the configuration file documentation. There is no option to add a check-consistency = true in there. In my opinion it would be a set and forget flag that could be beneficial

as an alternative, currently running cz bump with the -cc flag, still tries to update the changelog.
In my opinion it should not. Or at least is should be compatible with the "dry-run" flag.
It seems to me that the "dry-run" flag will not allow the -cc flag to run.
