Description

GET /v1/users already supports cursor pagination with starting_after, but the backend SDK's getUserList() parameters do not expose it. As a result, startingAfter is missing from the generated UserListParams reference. This PR adds the optional parameter and its JSDoc description. Callers can pass the last user ID from one page as startingAfter to fetch the next page; the SDK sends it to /users as starting_after.

getUserList() makes a separate /users/count request to populate totalCount. The cursor is excluded from that request because it determines where the list starts, not which users are counted. Existing offset pagination remains available.

This addresses the SDK parameter and generated reference gap in DOCS-12255. Guidance for walking a full user list and choosing the search endpoint belongs in the hand-authored getUserList() documentation and is outside this PR.
