packaging: Install java-17-openjdk-headless or java-21-openjdk-headless

Description

This PR changes the RPM packaging (EL8+ and SUSE 15 spec files) to require java-17-openjdk-headless or java-21-openjdk-headless instead of java-17-openjdk or java-21-openjdk for the management server, agent and usage packages.

CloudStack only needs the headless JRE at runtime. The full java-*-openjdk package pulls in GUI/desktop dependencies (X11, fonts, etc.) that are not needed on servers and hypervisor hosts, so the headless package reduces the installed footprint.
