Updates the Start 1.0 announcement with Christopher Horobin's type safety performance and API design contributions, adds Scarf, and refreshes partner descriptions and destinations from the latest partner conversations and public resources.

The post remains draft: true, keeping it out of production blog listings. Tier grouping and seeded partner ordering are unchanged.

Validation: repository pre-commit checks (pnpm test), formatting, and local rendered preview.
